Narrowing Differences, Advancing Bilateral Cooperation

Over four days of negotiations, the Vietnamese and U.S. delegations made significant progress and narrowed gaps across all areas under discussion. The Vietnamese delegation, led by Minister of Industry and Trade Nguyen Hong Dien—Chief Negotiator of the Government—was joined by representatives from relevant ministries and agencies.

Both sides engaged in candid, constructive discussions focusing on key priorities and mutual concerns. Vietnam submitted an official response to the U.S. side and actively listened to their analyses and arguments, working towards acceptable, mutually beneficial solutions. 

The two sides agreed to hold online meetings in the coming days to continue addressing remaining issues and prepare for a ministerial-level session between U.S. Secretary of Commerce Howard Lutnick and Minister Nguyen Hong Dien.

First-Ever High-Level Negotiations in New Format

A highlight of this negotiation round was the high-level meeting involving Minister Nguyen Hong Dien, U.S. Secretary of Commerce Howard Lutnick, and Ambassador Jamieson Greer, U.S. Trade Representative. This marked the first time the U.S. proposed such a simultaneous ministerial-level negotiation format, reflecting the significance of its trade relationship with Vietnam. 

During the meeting, Minister Nguyen Hong Dien put forward several practical initiatives to move the negotiation process forward. These ideas were well received by Secretary Lutnick and Ambassador Greer, who considered them a crucial basis for further discussion toward a comprehensive agreement.

Following the plenary session, Minister Nguyen Hong Dien also held a direct meeting with Secretary Lutnick to clarify specific discussion points. The U.S. side reiterated its desire to strengthen economic and trade ties with Vietnam, acknowledged Vietnam’s proposals, and committed to working with the U.S. Trade Representative to resolve outstanding matters. 

Both sides agreed to task their technical teams with continuing close cooperation to advance toward an agreement aligned with each country’s expectations and conditions.
